I installed Cognos 10.2.1 and ran it once and now I cannot get to the Administrative options in the portal. the options is not available even under the launch oprtion.
did you remove the everyone group from the administrator role? and you did not add your id to the administrator role?
execute this script described here, this will add everyone to the administrator role again
