Cause:
A possible cause can be that the file EXCEL.EXE.CONFIG is missing from the folder where EXCEL.EXE is on the client computer.
Solution:
Steps:
1. Create a text file in the \program files\microsoft office\office11\ folder.
2. Name the file to be EXCEL.EXE.CONFIG
Inside the file add this text;
