Cognos Error Page Customize - "Server not responding"

Hi Experts,

When Cognos services are brought down and when someone tries to access while its down, we usually get the below error

“The IBM Cognos gateway is unable to connect to the IBM Cognos BI server. The server may be unavailable or the gateway may not be correctly configured.”

Is there a way to customize it ?

For the English locale, you can find this string at : /msgsdk/cognoscgiMsg_en.xml

Excerpt:
