Cognos 10.1.1 -- User Modify Schedule Error CM-REQ-4342/4029

We just upgraded our Cognos installation from 8.3 SP5 to 10.1.1. An odd error has cropped up with a schedule/user that worked fine under 8.3, but under 10.1.1, when the user goes in and attempts to modify the schedule on a report view, the error:

The user has full permissions to the schedule object (set properties, etc), but throws this error when trying to modify.

Any ideas?

We found this issue as the known defect that requires read permissions on the report to the users executing the reports (this was different than cognos 8).
