Symptom
[ ERROR ] CFG-ERR-0101 Unable to register IBM Cognos service.
Execution of the external process returns an error code value of '5'.

Problem
CFG-ERR-0101 when Cognos Configuration starts the service for the first time.

Environment
Windows 2008 R2
User starting the service is part of the local administrator group but he cannot create the service.

Cause
Windows 2008 R2 security does not allow by default the administrator privilege.

Solution
Right click on Cognos Configuration shortcut and choose "Run as administrator" then start the service.
